The EU is currently looking for opportunities to continue and strengthen the Northern Uplands Development Programme (NUDP) through developing convergence with the National Nutrition Policy of Lao PDR in targeted districts. Applications (Concept notes & full proposals) are invited from eligible non profit organisations to carry their actions in one of the mentioned districts in Laos.
The global objective of this Call for Proposals is: to contribute to the achievement of a sustainable, participatory and equitable development in the Uplands of Lao PDR. The specific objective of this Call for Proposals is to improve livelihoods of the rural poor in selected areas of the Lao PDR Uplands.
The expected result of this call for proposal is to make the rural communities benefit from better conditions for agriculture and natural resources management. The overall indicative amount made available under this Call for Proposals is EUR 5,550,000.
Duration: not to exceed 54 months.
Sectors or themes
- Agriculture, Food and Nutrition Security – including increased production of nutritious, high-quality foods using locally produced agricultural goods
- Women and children – the most vulnerable segments of the Lao population where malnutrition rates for both women and children are alarmingly high, and the overall health status of women of childbearing age is worrying
- Uplands – mostly inhabited by ethnic minorities, whose equitable and sustainable development is sought by the Action
Location
Actions must take place in one or more of the following provinces: Phonsaly, Luang Nam Tha, Oudomxai, Luang Prabang, and/or Houaphan in Lao PDR.
Size of grants
Grant requested under this Call for Proposals must fall between EUR 2,700,000 to EUR 2,775,000
Eligibility Criteria
- In order to be eligible for a grant, the applicant must:
- be a legal person and
- be non-profit-making and
- be a Non State Actor (NSA) and
- be registered in one of the eligible countries set for the DCI Regulation under the Art. 9 of the CIR Regulation and:
- be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary
- The applicant must act with at least 1 co-applicant who must satisfy the same eligibility criteria as the applicant and the co-applicant(s).
- The applicant and its co-applicant(s) can act with affiliated entity(ies). Only the following entities may be considered as affiliated entities to the applicant and/or to co-applicant(s):
- Entities directly or indirectly controlled by the beneficiary (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the beneficiary (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the beneficiary (parent companies).
- Entities under the same direct or indirect control as the beneficiary (sister companies)
- The beneficiary is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the beneficiary participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
How to Apply?
- All documents must be submitted together (Concept Note and Full Application Form).
- In the first instance, only the Concept Notes will be evaluated. Thereafter, for the applicants who have been pre-selected, the full proposal will be evaluated.
- Registration in PADOR, an on-line database on EuropeAid website is obligatory for all applicants, co-applicant(s) and affiliated entity(ies) before applying.
