The United States Government, represented by the United States Agency for the International Development (USAID) is seeking applications from eligible non-federal entities registered and working in developing countries for its Human Resource for Health Program 2030. The program’s goal is to improve the accessibility, availability, acceptability and the quality of the health workforce needed to improve health outcomes and advance universal health coverage.

Ghana, Haiti, India, Indonesia, Kenya, Liberia, Madagascar,Malawi, Mali, Mozambique, Nepal, Nigeria, Pakistan, Rwanda, Senegal, South Sudan, Tanzania, Uganda, Yemen, Zambia, Benin, Burkina Faso, Cote d’Ivoire, Guinea, Mauritania, Niger, Togo, Angola, Botswana, Cameroon, Lesotho, Rwanda, South Africa,Vietnam, Dominican Republic, Guatemala and Guyana.
Objectives
- Increase performance and productivity of health workforce.
- Increase the number, skill mix and competency of the health workforce.
- Strengthen HRH/HSS leadership and governance capacity
- Increase sustainability of investment in health workforce.
Strategic Priorities
- Enhance country capacity and sustainability.
- Ensure mutual accountability for advancing the status of the health workforce and moving towards improved health outcomes.
- Exploit efforts in other sectors to foster an enabling environment for improved HRH outcomes.
Awards
USAID will issue one Cooperative Agreement as a result of RFA and will make award of up to $145 million.
Eligibility Criteria
- The applying Organization must be US organization or non-US organization registered and working in developing countries.
- Applicants must propose a minimum cost share of 15% of the projected USAID amount.

- Applicants are encouraged to submit concept papers first and the selected ones will be invited by USAID to submit full proposals.
