The European Commission delegation to China is currently inviting eligible organisations to submit concept notes for its themetic programme- Strengthening Rule of Law and Good Governance in China. Under this programme, the Union will provide assistance to address rule of law and good governance issues in China in partnership with civil society. The specific objectives of this Call for Proposals are to:
- Support access to justice in China and the strengthening of due legal process;
- Support diversity in public discourse and the promotion and protection of rights of persons belonging to vulnerable groups
The overall indicative amount made available under this Call for Proposals is EUR 2 000 000.
Priority Areas
To achieve the above objectives, the project proposals have to address at least one of the priorities below:
- Priority A – Access to justice.
- Priority B – Procedural safeguards in pre-trial detention.
- Priority C – Support to reforms concerning capital punishment.
- Priority D – Promotion and protection of the rights of women and combating discrimination based on gender and sexual orientation
- Priority E – Supporting children’s access to education and promoting tolerance towards cultural diversity.
Size of grants
Any grant requested under this Call for Proposals must fall in between EUR 300 000 and EUR 400 000.
Duration
The initial planned duration of an action may not be lower than 24 months nor exceed 48 months.
Location
Actions must take place in one or more of the following countries:
- Actions are expected to take place in China (Mainland).
- Some activities of the action may take place, in a limited way and only when necessary to achieve the objectives of the action, in other parts of China or other countries.
Eligibility Criteria
- In order to be eligible for a grant, the applicant must:
- be a legal person and
- be non-profit-making and
- belong to one of the following categories
- civil society organisations, including non-governmental non-profit organisations and independent political foundations, community-based organisations and private-sector non-profit agencies (including social enterprises), institutions and
- organisations and networks thereof at local, national, regional and international level and higher education establishment;
- public-sector non profit-agencies, institutions and organisations and networks at local, national, regional and international level;
- international (inter-governmental) organisations as defined by Article 43 of the Rules of application of the EU Financial Regulation;
- entities without legal personality and, in exceptional and duly justified cases, other bodies or actors not identified in this paragraph, when this is necessary to achieve the objectives of the Programme. The entities listed under bullet point (d) are only eligible in the case of co-applicants.
- be directly responsible for the preparation and management of the action with the co-
- applicant(s) and affiliated entity(ies), not acting as an intermediary
- Applicants established in China (including all parts of China) may act individually or with co-applicant.
- Applicants that are not established in China (including all parts of China) must act together with at least one co-applicant established in China (including all parts of China).
- A maximum of three co-applicants is recommended who must satisfy the eligibility criteria as applicable to the applicant himself.
- The applicant and its co-applicant(s) may act with affiliated entity(ies) having a structural link with the applicants. Eligible entities may thus include-
- Entities directly or indirectly controlled by the beneficiary (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the beneficiary (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the beneficiary (parent companies).
- Entities under the same direct or indirect control as the beneficiary (sister companies).
- Entities legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the beneficiary participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
How to Apply?
- The application process consists of two phases-
- Phase 1, concept note
- Phase 2, full proposal
- Only Concept Notes must be submitted for evaluation. Thereafter, applicants who have been pre-selected will be invited to submit a Full Application Form.
- Prior registration in EuropeAid’s on-line database, PADOR, is obligatory for applicants, co-applicants and affiliated entities.
- Applicants must be registered before submitting the concept note, while co-applicants and affiliated entities must be registered prior to submission of the full application, if applicable.
