Read the eligibility for the 10th European Funding Programme- Coastal, Marine and Island Specific Biodiversity Management in Eastern and Southern Africa-Indian Ocean (ESA-IO) region.
Eligibility Criteria
- In order to be eligible for a grant, the applicant must meet all the six below criteria corresponding to the Lot for which they intend to apply.
- The applicant must be a legal person. The applicant must be:
- Either a Non State Actor, operating on an independent and accountable basis. Non State Actors (NSA) includes:
- private sector;
- Economic and social partners, including trade union organisations
- Civil society
- Local authorities which can include-
- public institutions with legal personality, component of the State structure, below the level of central government and accountable to citizens . It encompasses different tiers of government, g. villages, municipalities, districts, counties, provinces, regions, etc.
- International and inter-governmental organizations as defined by Article 43 of the Rules of application of the EU Financial Regulations are eligible only as co-applicant
- Be established in the participating country (Comoros, Madagascar, Mauritius, Seychelles, Kenya, and Tanzania) where the project will be This obligation does not apply to international organisations.
- Organisations established in an OECD/DAC member State, a Member State of the European Union or an ACP country(other than Comoros, Madagascar, Mauritius, Seychelles, Kenya, and Tanzania) are also eligible for Lot 1 but only as co-applicant.
- Be established in a Member State of the European Union or in an ACP . This obligation does not apply to international organisations, or
- Be established in an OECD/DAC Member State: Australia, Austria, Belgium, Canada, Czech Republic, Denmark, Finland, France, Germany, Greece, Iceland, Ireland, Italy, Japan, Korea, Luxembourg, The Netherlands, New Zealand, Norway, Poland, Portugal, Slovak Republic, Slovenia, Spain, Sweden, Switzerland, United Kingdom, United States
- Be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary
- Be legally established for at least two years before the deadline for submission of the concept note.
- Be legally established for at least three years before the deadline for submission of the concept note.
- The applicant may act individually or with co-applicant(s).
- The applicant and its co-applicant(s) may act with affiliated entity(ies) having a structural link with the applicants. Eligible activities may thus include-
- Entities directly or indirectly controlled by the beneficiary (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the beneficiary (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the beneficiary (parent companies).
- Entities under the same direct or indirect control as the beneficiary (sister companies).
- Entities legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the beneficiary participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
How to Apply?
- The application process consists of two phases-
- Phase 1, concept note
- Phase 2, full proposal
- Only Concept Notes must be submitted for evaluation. Thereafter, applicants who have been pre-selected will be invited to submit a Full Application Form.
- Prior registration in EuropeAid’s on-line database, PADOR, is obligatory for applicants, co-applicants and affiliated entities.
- Applicants must be registered before submitting the concept note, while co-applicants and affiliated entities must be registered prior to submission of the full application, if applicable.
