European Union aims to foster an enabling environment for citizen participation, exchange of knowledge and experience and capacities of local authorities in partner countries in support of internationally agreed development goals.
Objectives
To strengthen the capacity of local government councils as welfare providers and promoters of inclusive and sustainable growth at local level in Cross River State and Kano State as:
- Actors of local governance and creator of a public space at local level;
- Providers of public services, including social services, and promoters of inclusive and sustainable growth at local level, according to their institutional mandate
Size of grants
Any grant requested must fall between €300,000 and €400,000
Priorities
- Promotion of more accountable, responsive and inclusive local government budgetary processes
- Enhanced local authorities-led engagement between citizens and communities for effective and pro-poor service delivery in local government areas, with a focus on health, water and sanitation, social protection, basic infrastructure and electricity.
Duration
The initial planned duration of an action may not be lower than 24 months nor exceed 48 months.
Location
Actions must take place in one or more of the following countries: Nigeria – Cross River State and Kano State
Eligibility Criteria
- In order to be eligible for the grant, the applicant must:
- be a legal person; and
- be non-profit-making; and
- be one of the following types of entities
- A local government council based in Cross River State or Kano State; or
- A local authority based in a country of the European Union
- be recognised as a local government council in Cross River State or Kano State under the 1999 Constitution of the Federal Republic of Nigeria; or
- be recognised as a local authority based in a country of the European Union; and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary; and
- have a minimum of 2 years documented activities in the proposed action sector, state or local government area.
- Applicant must act with its co-applicant which must be local government council in the state where the applicant is based (i.e. Cross River State or Kano State).
- Co-applicant(s) must satisfy the eligibility criteria as applicable to the applicant himself
- The applicant and co-applicant must act with affiliated entities which include the same entities as described for Lot 1.
Application Procedure for Both the Lots
- Applicants must submit all documents together (Concept Note and Full Application Form). In the first instance, only the Concept Notes will be evaluated. Thereafter, for the applicants who have been pre-selected, the full proposal will be evaluated.
- Prior registration in PADOR is obligatory for all applicants, co-applicant(s) and affiliated entity(ies)
