European Commission is accepting proposals from civil society organisations (CSOs) to promote governance and citizenship in Palestine. The global objective of this Call for Proposals is to build up a Palestinian State based on the Rule of Law and respect for human rights within a functioning deep democracy and with strong, effective accountable institutions at national and local levels.
The actions must promote coordination, knowledge sharing, dialogue and capacity development between CSOs and communities in West Bank, Gaza Strip and/or East Jerusalem.
Indicative allocation of funds by lot:
- Lot 1 – Improving access to justice for all citizens- EUR 1 Million
- Lot 2 – Promoting democratic culture and social cohesion- EUR 3 Million
Programme Objectives
The specific objectives of this Call for Proposals are:
- Improving access to justice for all citizens .Priority will be given to those Actions focusing on at least one of the following issues:
- To enhance the independence of the judiciary, and the accountability and transparency of the Justice and/or Security institutions and actors, with enhanced civilian oversight.
- To ameliorate access to services, including participation of the civil society/community in decision and law making-process.
- Promoting democratic culture and social cohesion
- Promoting national intercultural dialogue, diversity, social accountability
- Engage civil society to foster reconciliation at the community level, particularly in Gaza
- Protecting and enhancing Palestinian social cohesion, identity and heritage.
Duration: 30 months to 48 months
Location: Palestine (Gaza and West Bank, including East Jerusalem).
Size of grants
Grant requested under this Call for Proposals must fall between
- EUR 750,000 Million to EUR 1,000,000 Million for Lot 1
- EUR 1,000,000 Million to EUR 3,000,000 Million for Lot 2
Eligibility Criteria
- Types of eligible activities
- The applicant and its co-applicant(s) can act with affiliated entity(ies). Only the following entities may be considered as affiliated entities to the applicant and/or to co-applicant(s):
- Entities directly or indirectly controlled by the beneficiary (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the beneficiary (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the beneficiary (parent companies). Likewise, they may be entities controlling an entity controlling the beneficiary;
- Entities under the same direct or indirect control as the beneficiary (sister companies)
- The beneficiary is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the beneficiary participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
- Applicant must act with co-applicant who must satisfy the eligibility criteria as applicable to the applicant himself.
- In order to be eligible for a grant, the applicant must:
- be legal persons and
- be non-profit making and
- be a local non-governmental organisation, with Headquarters in Palestine and officially registered with the Palestinian competent authorities and founded at least 2 years before.
- or, be an European-based organisation, established in a Member State of the European Union or Member State of the European Economic Area, officially registered and founded at least 3 years before the launching date of the Call and necessarily act with a co-applicant(s) that are local civil society organisations from Palestine (mandatory);
- or, be an international organisation and necessarily act with co-applicant(s) that are local civil society organisations from Palestine (mandatory) ; and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- Types of eligible Activities
- Lot 1 – measures to strengthen the accountability of the Justice and Security institutions and to ameliorate the access to the services, such as promotion of transparency within the judiciary and monitoring of its performance; awareness raising on citizens’ rights; advocacy; legal services and research;
- Lot 2 – initiatives promoting social cohesion and democratic culture, such as intercultural dialogue and diversity, including exchanges and exposure to Euro-Mediterranean experiences; activities restoring Palestinian identity and heritage; information and education campaigns focusing on democratic governance and inclusiveness.
- For both lots, activities can include inter-alia, training and education, seminars, workshops, conferences, advocacy and lobbying, legal work, awareness raising activities, empowerment, research, publications and visual support material, meetings, monitoring, and reporting coordination, cultural events, outreach and evaluations. Activities should serve to open a space for dialogue.
How to Apply?
- Applicants have to register themselves in PADOR, an on-line database on EuropeAid website.
- Thereafter Concept Note together with its relating Checklist and Declaration by the applicant must be submitted in one original and three (3) copies in A4 size, each bound.
- A CD-Rom with the Concept Note in electronic format must also be submitted via regular mail, along with the paper version, in a sealed envelope.
- Successful applicants will be invited to submit full proposal.
