The European Commission is seeking proposals from non-profit/civil society organizations in Mongolia for its European Instrument for Democracy and Human Rights (EIDHR) programme under its Country-Based Support Scheme (CBSS) to promote respect for democracy, the rule of law and human rights in Mongolia. The overall indicative amount made available under this Call for Proposals is EUR 600,000.
Thematic/Focus Areas
- Capacity building activities for Mongolian CSOs;
- Promoting the participation of CSOs in law making processes and implementation of public policies;
- Supporting Human Rights Defenders.
Duration
The initial planned duration should be between 24 months to 36 months.
Location
Actions must take place in Mongolia.
Programme Objectives
The global objective of this programme is to enhance respect for human rights and fundamental freedoms, strengthening their protection, promotion, implementation and monitoring through support to relevant civil society organisations, human rights defenders and victims of repression and abuse.
The specific objectives of this Call for Proposals are:
Strengthened Rule of Law in Mongolia
- strengthening the rule of law
- promoting the independence of the judiciary
- supporting and evaluating legal and institutional reforms and their implementation
- promoting access to justice, as well as supporting national human rights institutions.
Reinforced protection of human rights of vulnerable groups
- promotion and effective protection of the human rights of children, women victims of violence, prisoners and detainees, disabled people, Lesbian, Gay, Bisexual and Transsexual and victims of human trafficking.
Enhanced promotion of economic, social and cultural rights
- promotion and protection of labour rights and to the right to a healthy environment.
Size of grants
Grant requested under this programme must fall between EUR 200,000 to EUR 300,000
Eligibility Criteria
- In order to be eligible for a grant, the applicant must:
- be a legal person and
- be non-profit-making and
- be a specific type of organisation such as:
- civil society organisations, including private-sector non-profit entities and independent
- political foundations;
- international (inter-governmental) organisations defines by EU thereon.
- public-sector bodies focusing in areas related to human rights, parliamentary bodies, local authorities and
- be established in a Member State of the European Union or any other country. This obligation does not apply to international organisations and
- be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary.
- Applicants established in Mongolia may act individually or with co-applicant(s) who must satisfy the eligibility criteria as applicable to the applicant himself.
- Applicants that are not established in Mongolia must act together with at least one co-applicant civil society organisation established in Mongolia (a maximum of 3 recommended),
- The applicant and its co-applicant(s) can act with affiliated entity(ies). Only the following entities may be considered as affiliated entities to the applicant and/or to co-applicant(s):
- Entities directly or indirectly controlled by the beneficiary (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the beneficiary (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the beneficiary (parent companies). Likewise, they may be entities controlling an entity controlling the beneficiary;
- Entities under the same direct or indirect control as the beneficiary (sister companies)
- The beneficiary is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the beneficiary participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
How to Apply?
- Applicants have to register themselves in PADOR, an on-line database on EuropeAid website.
- Thereafter Concept Note together with its relating Checklist and Declaration by the applicant must be submitted in one original and three (3) copies in A4 size, each bound.
- A CD-Rom with the Concept Note in electronic format must also be submitted via regular mail, along with the paper version, in a sealed envelope.
