The European Union represented by the EU Delegation to the Republic of Uzbekistan is currently seeking proposals from non-profit organisations for its Sustainable Development Programme in Rural Areas of Uzbekistan. The global objective of this Call for Proposals is the Enhancement of Living Standards in Rural Areas in Uzbekistan and the transfer of EU know-how and technologies in the agri-food value-chains in partnership with local authorities and economic players for further developing socio-economic potentials in rural areas of Uzbekistan.
The overall indicative amount made available under this Call for Proposals is € 10,000,000.
Sectors or themes of Action
Agri-food value chains, in particular livestock and horticulture
Results to be achieved
With Programme, the following results are expected to be achieved:
- Income generation: Further developed commodity value-chains mainly related to the agri-food sector (livestock breeding, gardening, vegetable growing and services sector);
- Capacity development: Further developed and upgraded skills and techniques of economic players, including Youth; implementation of modern technologies and training on their application; re-training of farmers and improvement of agri-product processing methods.
- Institutional strengthening: Further strengthened and upgraded development planning capacities of regional and local authorities.
Duration
The initial planned duration of an action may not exceed 48 months.
Location
Actions must take place in Uzbekistan in the 6 selected regions: Namangan, Andijan, Fergana, Djizak, Syrdarya and Kashkadarya.
Size of grants
Grant requested under this Call for Proposals must fall between the maximum amount of € 10,000,000.
Eligibility Criteria
- In order to be eligible for a grant, the applicant must:
- be legal persons and
- be non-profit-making and
- be an EU Member State’s development agency in order to adequately ensure the EU institutional representation and a wider transfer and “networking” with the European peers in the agri food sector and
- be established in a Member State of the European Union and
- be a leading member of a consortium (ad hoc grouping) composed of itself and co-applicants and
- be directly responsible for the preparation and management of the Action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary and
- have sound experience in International Cooperation and Development and
- have managed at least 2 Programmes/Projects of the same nature of this Action, and
- have managed at least 2 Programmes/Projects having the same amount as the grant request .
- The applicant must act with co-applicant(s) who must satisfy the eligibility criteria as applicable to the applicant himself.
- Applicants must apply in consortium.
- The applicant and its co-applicant(s) can act with affiliated entity(ies). Only the following entities may be considered as affiliated entities to the applicant and/or to co-applicant(s):
- Entities directly or indirectly controlled by the beneficiary (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the beneficiary (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the beneficiary (parent companies). Likewise, they may be entities controlling an entity controlling the beneficiary;
- Entities under the same direct or indirect control as the beneficiary (sister companies)
- The beneficiary is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the beneficiary participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
How to Apply?
- Applicants have to register themselves in PADOR, an on-line database on EuropeAid website.
- Thereafter Concept Note together with its relating Checklist and Declaration by the applicant must be submitted in one original and three (3) copies in A4 size, each bound.
- A CD-Rom with the Concept Note in electronic format must also be submitted via regular mail, along with the paper version, in a sealed envelope.
- Successful applicants will be invited to submit full proposal.
