The European Commission with European Instrument for Democracy and Human Rights (EIDHR) is seeking proposals from non-profit organizations for its Country-Based Support Scheme (CBSS) to promote respect for democracy, the rule of law and human rights in Trinidad and Tobago. Eligible organizations can first submit the concept notes. The grant amount made available under this Call for Proposals is EUR195 000.
The EIDHR is designed to help civil society become an effective force for democratic reform and for defence of human rights. The Country-Based Support Scheme (CBSS) is a component of the EIDHR designed to support Civil Society Organisations (CSOs) in Trinidad and Tobago in strengthening their role in promoting human rights and democratic reform.
Programme Objectives: The programme seeks to full fill two objectives-
Global objectives that includes
- Support to human rights and human rights defenders in situations where they are most at risk;
- Support to other priorities of the European Union in the field of human rights;
- Support to democracy.
Specific objectives that includes
- Support activities aiming to abolish the death penalty;
- Support activities aiming to promote gender equality;
- Support activities aiming to safeguard the rights of Lesbian/Gay/Bisexual/Transgender and Intersex (LGBTI).

Areas of Interest
Types of activity which may be financed under this call include:
- Research, monitoring and reporting on human rights issues and policies;
- Organisation of events to build cohesion and dialogue among different stakeholders;
- Advocacy and lobbying;
- Capacity building, trainings and educational activities;
- Public information and awareness raising activities about specific human rights issues.
Size of grants
Grant requested must fall between EUR 50.000 to EUR 60.000.
Eligibility Criteria
- Applicant must be civil society organisations, including non-governmental non-profit organisations and independent political foundations, community-based organisations, and private-sector-non-profit agencies, institutions and organisations and networks thereof at local, national, regional and international level, and regional and international (inter-governmental) organisation as defined by Article 43 of the Rules of application of the EU Financial Regulation .
- Applicant’s organization must be established in any country without limitation as per Article 11.1 of the Regulation (UE) No. 236/2014 . This obligation does not apply to international organisations.
- It must be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- The applicant may act individually(if established in Trinidad and Tobago) or with co-applicant(s) as specified hereunder.
- Co-applicant(s) must satisfy the eligibility criteria as applicable to the applicant himself.
- The applicant and its co-applicant(s) may act with affiliated entity (ies).

How to Apply?
- Applicants applying for grants above EUR 60 000 have to register themselves in PADOR, an on-line database on EuropeAid website.
- Thereafter Concept Note together with its relating Checklist and Declaration by the applicant must be submitted in one original and three (3) copies in A4 size, each bound.
- A CD-Rom with the Concept Note in electronic format must also be submitted, along with the paper version, in a sealed envelope.
