B. Description of Alliance Activity, Roles, Resources and Experience (5 pages in total, standard margins, 12pt Times New Roman font):
1. Concise title and overall objective
The project title must be smart and catchy. It also must be short, precise, and preferably referring to a certain problem, a main result or the leading project activity. Too long or too short or a general project title fails to give the reader an effective snapshot of the proposed activities.
In case of example 1; you can write project title as “Empowering Bangladeshi women through IT outsourcing training” or “Livelihood development of Bangladeshi women through IT outsourcing training”. But if you write only “Empowering Bangladeshi women” or “Livelihood development of Bangladeshi women” that would be a bad title because these two do not refer to a certain problem/main results or leading project activity.
2. Description of the proposed activity and discussion of the objectives, approach, and how the work will help address a significant development challenge and accomplish a field Mission or B/IO’s specific strategic objectives for that development challenge within a defined timeframe;
In this section you have to discuss briefly about activity, objectives, the approach you will follow and how your work will contribute towards a development challenge and a USAID Mission’s strategic objective.
Discussion of the objectives
It is the primary result, that a proposed intervention intends to achieve by the project in its lifecycle. It summarizes the effects that the project will have. Specific objectives often describe a positive change in terms of knowledge, behavior or practice among the target group. Achievement of the outcome is directly linked to the achievement of the goal of the project. While impacts are a long term effect of a project, objectives are the short term effects of a project and usually the project has lesser control on objectives than outputs. Objectives are often referred to, as specific objectives/outcomes and impacts are referred as goal.
In example 1, the objective can be “To increased competitiveness of Bangladeshi IT Outsourcing firms”.
For example 2, “To expand export sector of Bangladeshi handmade products” .
Approach
In this section you have to describe how an approach will achieve a project goal and objectives at a high level. You have to define here how the work will be done and the way it will be done. Project approach should also refer to contingencies or alternatives but the focus should be on the intended direction of the project. You may also include resource mobilization, constraints, impacts, specific technologies, procedural methods and techniques of your project in this section.
In example 2, project approaches are (1) Integrating livelihood into sexual and reproductive health (2) NGO and private sector collaboration (3) Social marketing for contraceptive distribution. You can write your project approach like this
“The project will follow an integrated approach of sexual and reproductive health & rights (SRHR) and livelihood development for rural women empowerment in Bangladesh. Integrating SRHR program within livelihood has potential to significantly increase the impact of the project. The basic idea is to limit the number of children, improve reproductive health so that women can have enough time to engage in income generating activities and provide livelihood opportunities to utilize this time. There is a clear link between financial capability and improved Sexual and Reproductive Health practice, especially among young women. Those who have legitimate sources of income, especially women, have a higher tendency of being able to make life saving decisions for themselves, with regards to their sexual and reproductive health, as against those who depend on their husbands or other men. For livelihood development, the project will establish a revolving credit fund with support from Stromme Foundation and provide them hands on training on handmade products that has market demand. Reproductive health services will be provided through establishing a social marketing mechanism for contraceptive in partnership with XYZ Pharmaceuticals Limited. Women who successfully finish 3 months training will be provided seed money to produce goods. Their handmade goods will be marketed through ABC Private Company Limited, a local export oriented company.”
Please critically look at the approach. It answers the following questions:
(a) It describes how it will achieve goal and objectives at a high level (i.e. rural women empowerment); three approaches mentioned above.
(b) How the work will be done i.e. formation of women groups, credit fund, livelihood training etc.
(c) Resource mobilization (i.e. Stromme Foundation, XYZ Pharmaceuticals Limited, ABC Private Company Limited), constraint (i.e. lack of access to reproductive health, livelihood skill, lack of access to credit and marketing facilities), impacts (i.e. Rural Women Empowerment in Bangladesh) etc.
