11. Brief description of the monitoring and evaluation approach to be used, including how success will be defined, the availability of baseline data, the use of control groups, or the definition and development of comparison groups and counterfactuals.
Monitoring and evaluation sets out measures for regular gathering of monitoring data. It identifies how, when, and by whom data will be collected and analyzed and how success will be defined. Here you should also include baseline data about your beneficiaries and the geographical region. You can use qualitative and/or quantitative approach, case control approach etc. Here you should also define monitoring achievement of output, result and activities. Evaluating public-private partnership project is very challenging due to numbers of factors. The solution is neither to develop a costly study nor to sacrifice quality of measurement. Instead you can practically measure your contribution to the long term goal by measuring progress against short term outcomes. As example, in our example 1, our project is aiming to women empowerment. We do not have time and resources to statistically prove a relationship between our project and GDP. We can, however measure the number of women engaged in IT Outsourcing jobs or who were involved in a job having experienced an increase in income. Similarly in our example 2, we can measure the number of women who are operating small home based businesses.
Please also remember that, outcomes are not activities or immeasurable long term change. Outcome is reflected by desired change as a result of a particular set of activities. When you achieve a desired outcome you will contribute to a long term impact.
C. Supporting Information (Attachments – Must not exceed 4 pages in total)-
- Proposed estimated cost and cost breakdown (including proposed budget and projections) –1 page maximum;
- Letter(s) of support, intent or commitment from the main private sector resource partner(s). Each letter should demonstrate the applicant’s collaboration with the private sector resource partner in developing the proposed alliance ideas, identify the interests the resource partner has in the alliance, and describe the resources and contributions the private sector resource partner intends to provide to the alliance. Applicants may submit up to 3 one-page letters.
