The Climate and Development Knowledge Network (CDKN) is calling applications from suppliers for “CDKN Invitation to Tender: TAAF-0051c Supporting the Government of Ethiopia with developing pipeline programme and investment strategy to access funds from the Green Climate Fund”.
CDKN is searching a supplier who can manage to do following two tasks to support Government of Ethiopia:
- to develop a climate investment strategy that is aligned to the country’s second Growth and Transformation Plan (GTP II) which is in progress.
- to support the Government of Ethiopia (GoE) to develop a large-scale pipeline of climate compatible development (CCD) projects and programmes.
Eligibility Criteria
- Excellent understanding of the development and climate change policy and project landscape in Ethiopia.
- Excellent understanding of programme proposal development for financing from international sources. Experience of supporting countries with proposal development, with the requisite skills for capacity development to ensure that the GoE is assisted in achieving its objectives, would be an advantage.
- An understanding of the environmental and social safeguards policy in Ethiopia and for the GCF.
- Existing relations with the MOFED, MEF and sector ministries that are key to the implementation of the CRGE strategy, with access to all relevant departments and trusted with key internal documents.
- Experience of assessing the quality and impact of CCD projects, in order to identify suitable projects to include in the future programme.
- Knowledge of the GCF’s priorities and key result areas.
- Fluency in the local Amharic language to be able to translate key documents to be submitted to the GCF.
- Significant experience in developing relevant investment strategies.
