The United Nations Environment Programme (UNEP) is currently seeking applications from the eligible applicants for the post of Finance and Budget Assistant, based in Bonn, Germany.

Key Job Responsibilities
The Finance and Budget Assistant will perform the following functions-
- Prepare documents (narratives and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements.
- Assist managers in the elaboration of resource requirements for budget submissions.
- Undertake research and provides support to Programme Officers with respect to budget reviews of relevant intergovernmental and expert bodies.
- Monitor expenditures and compare with approved budget/ prepare adjustments as necessary.
- Review requisition for goods and services to ensure correct objects of expenditure have been charged, and availability of funds.
- Assist in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.
- Verify accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.
- Co-ordinate with other finance and budget staff on related issues during preparation of budget reports.
- Review incoming payment instructions with regard to banking details and sources of funds and prepare payments for final disbursement.
- Create receipts and deposits for all incoming funds.
- Notify payees of status of payments.
- Assist staff members, Fund Management Officers and donors regarding queries on payment and deposit-related issues.
- Review, record and prioritize purchasing requests and obtain additional information/documentation as required; determine the availability of vendors and funding sources.
- Monitor status of existing requisitions, maintain contact with suppliers to ensure timely delivery of goods and services, coordinate shipment of goods/commodities/equipment, verify receipt and inspection of deliverables and accurately report, as and when required.
- Produce tender documents (e.g. Invitations to Bids, Requests for Proposals and Requests for Quotation) based on the nature of requirements and cost of procurement involved.
- Under the guidance of his/her supervisor, prepare abstracts of offers and compile data contained in quotations, proposals and bids to determine which supplier can deliver the required goods/services at the best terms and lowest costs possible
- Finalize purchase orders and contracts for approval; may authorize purchases in line with delegated signature authority, and, if required, prepare submissions to the Contracts Committee for review and subsequent approval by the authorized official.
- Keep up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensure compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
- Draft or prepare correspondence to respond to enquiries in respect to relevant financial and budget matters.
- Maintain and keep up-to-date files.
- May be responsible for providing guidance, training and daily supervision to other general service staff in the area of responsibility.
- Performs other related duties, as assigned.
Eligibility Criteria
- Completion of secondary school is required. Additional professional training in finance, accounting, administration or a related area is required.
- A minimum of seven years of progressively responsible work experience in finance, budget, accounting, administrative services or related area is required. Experience within the United Nations is an added advantage.
- English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Working knowledge of another UN official language is desirable.
