The Asian Development Bank (ADB), is currently seeking applications from the eligible applicants for the post of Deputy Country Director based in Islamabad, Pakistan.
The Deputy Country Director provides support for the Country Director (CD) in leading the planning, implementation and supervision of Pakistan Resident Mission’s (PRM) vision, goals, strategies and work plan in support of overall ADB goals and ensures that the efficiency, relevance and impact of ADB operations in Pakistan (PAK) is maximized.
The ADB aims for an Asia and Pacific free from poverty.
Key Job Responsibilities
The Deputy Country Director performs the following functions-
- Supports the CD in establishing and cascading PRM’s vision, goals, development strategies and key result areas (KRAs) in support of ADB’s goals and in compliance with ADB policies.
- Contributes to the planning, implementation and supervision of results-based departmental work plans as well as assists the CD in monitoring the quality of output and the achievement of long term goals and annual objectives for the Department.
- Assists the CD in overseeing the preparation and implementation of CPS and subsequent annual country operations business plans (COBP) in close coordination with the Government counterparts, Central and West Asia Department (CWRD) and other Headquarters (HQ) Departments and Offices, and in line with the processing requirements of ADB.
- Ensures that PRM provides the necessary support and quality control to CWRD Sector Divisions in the design and processing of loan/technical assistance (TA) projects.
- Assists the CD in overseeing and providing advisory support in the design and preparation of loans and Technical Assistance (TAs) that are under processing in CWRD for PAK.
- Assists the CD in overseeing the implementation of loan and TA projects in PAK, including monitoring, engagement of consultants, procurement, and disbursements.
- Ensures that regular meetings are held with Government counterparts to monitor the quality of the assigned loans/TAs and undertakes corrective actions as necessary to maintain quality.
- Assists the CD in overseeing the conduct of the Country Portfolio Review Missions (CPRMs) to review country specific project administration issues with consultative inputs and/or participation of CWRD Divisions and other HQ Offices.
- Assists the CD in overseeing and providing information/insights on relevant economic, development and political as well as multi-cultural environment and cross-cultural issues.
- Ensures quality control in the preparation of the Asian Development Outlook and its updates.
- Assists the CD in developing and implementing economic, thematic, and sector work (ETSW) program that could strengthen the role of PRM in generating knowledge products and services, including policy and sector briefs derived from TA studies and ADB in-house initiatives.
- Assists the CD in overseeing and providing support for various activities under ADB-supported regional/sub-regional economic cooperation programs and activities.
- Assists the CD in relationship management, wide ranging policy dialogue and coordination with government, development partners, civil society, and private sector groups in Pakistan.
- Assist the CD in managing external relations to increase public visibility and awareness of ADB operations.
- Assists the CD in overseeing effective day-to-day operations and provide guidance on country operational issues, project processing issues and compliance with ADB policies.
- Informs and provides recommendations to the CD on significant developments, emerging opportunities and challenges in the area of responsibility.
- Assists the CD in overseeing and facilitating effective coordination and cooperation between PRM and other ADB Departments and internal stakeholders.
- Provides inputs to Departmental views on strategic and operational issues in ADB as a whole, including special initiatives launched by other parts of the institution.
- Supports the CD in performance management of PRM, including motivation of PRM staff.
- Assists the CD in managing budget and resource allocation for PRM.
- Oversees sub-units within PRM as assigned by CD, PRM. h. Staff Supervision
- Creates and lead multidisciplinary teams and ensures the overall quality of its work.
- Manages the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance.
- Provides coaching and mentoring to teams and individuals and ensure their on-going learning and development.
Eligibility Criteria
Applicants must have-
- Master’s Degree, or equivalent, relevant to the assigned sector/area or University degree relevant to the assigned sector/area combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.
- Suitability to undertake the responsibilities mentioned above at the required level.
- At least 12 years of relevant professional experience in country programming, project processing and administration. Previous work experience in Pakistan will be an advantage.
- Broad-based exposure to strategic planning and policy, and operations of multilateral development and financing institutions.
- Excellent oral and written communication skills in English.
- International experience working in development in several countries.
