Aga Khan Development Network (AKDN) is currently seeking applications from the eligible applicants for the post of Head of Planning and Building Department in Tajikistan.
The mission of AKDN is to work to improve the welfare and prospects of people in the developing world, particularly in Asia and Africa, without regard to faith, origin or gender.
Key Jobs Responsibilities
The Head of Planning and Building Department will perform the following functions-
- Supporting field units to develop clear plans and timelines for the implementation of the rural structural mitigation projects.
- Ensuring that the designs and structural plans of large-scale rural and urban mitigation projects are thoroughly vetted and approved in a timely manner. This would include the construction of Jamatkhanas, and AKDN schools and clinics.
- Ensuring that structural mitigation projects are based on analysis of hazard and vulnerability assessment data.
- Ensuring that the designs, plans and sitting of any new housing projects in urban areas are technically sound with regard to resilience and safe locations.
- Supporting field units in accessing and deciding upon best and relevant retrofitting practices for the region.
- Working closely with AKDN financial institutions to coordinate and implement work plans that are agreed upon to meet the overall goals of AKAH.
- Working closely with AKDN financial institutions and others to develop affordable housing loan products for new constructions as well as home improvement.
- Engaging with relevant organizations and institutions working on issues related to the built environment to ensure “state of the art” knowledge and influencing donor and government policies; and.
- Ensuring the coordination of annual budgets for the field and head office for the planning and building sector.
Eligibility Criteria
Applicants must have-
- A post-graduate degree in Architecture, Rural & Urban Planning or Civil Engineering.
- At least 15 years experience in habitat construction including design and project management.
- Field experience in seismic resilient construction and in retrofitting of existing buildings.
- A broad understanding of natural hazards in relation to villages and urban areas, buildings, housing and infrastructures in the developing world.
- A high level of ability to perform tasks with minimum supervision.
- Ability to lead and work within multi-cultural, multi-disciplinary teams spread across several countries and time zones.
- Excellent time management skills and the ability to work in a fast-paced environment.
- At least 10 years field experience in Central or South Asia with a cultural sensitivity to communities in these regions; and.
- Willingness to travel extensively.
