The Department of Economic and Social Affairs (DESA) is currently seeking applications from the eligible applicants for the post of Programme Officer, based in New York, USA.
The DESA works closely with governments and stakeholders to help countries around the world meet their economic, social and environmental goals.
Key Job Responsibilities
The Programme Officer will perform the following functions-
- Act as departmental focal point and lead resource person on programmatic aspects of results-based budgeting (RBB) and results-based management (RBM) and in this capacity promote results-based concepts for the integration in practices, protocols and daily operation of the Department.
- Initiate and organize training of divisional focal points and staff at large in the application of results-based practices in the Department.
- Coordinate activities, across the Department, related to the preparation of the strategic frameworks and programmatic aspects of the biennial programme budgets and programme performance reports, including drafting of related documents/reports, as required.
- Develop departmental policy on evaluation activities, including guidelines for substantive Divisions on the preparation of annual evaluation plans and evaluation reports/updates.
- Assist and guide divisional focal points in the elaboration of evaluation plans and reporting including tracking resources used for evaluation activities.
- Monitor implementation of evaluation plans including finalization of reports on the status of implementation of oversight bodies’ recommendations on monitoring and evaluation.
- Gather and systematize information on best practices and lessons learned and make proposals for improvements including the development of departmental guidelines.
- Liaise and coordinate with the Accountability and Oversight Support Service and the Programme Planning and Budget Division (PPBD) of the Department of Management on these matters.
- Perform other duties, as required.
Eligibility Criteria
Applicants must have-
- Advanced university degree (Master’s degree or equivalent) in public or business administration, management, law, public policy, political science, economics, social sciences or a related field.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of seven years of progressively responsible experience in economic, social and sustainable development at the international and national level, especially in the area of results-based management, including programme planning, monitoring and evaluation, is required.
- Experience with the work of the United Nations or any other comparable international organization, especially in the economic and social fields, is desirable.
- Experience in the use of various programme evaluation methodologies is desirable.
- English and French are the working languages of the United Nations Secretariat.
- Knowledge of a second official UN language is desirable.
