The United Nations Development Programme (UNDP) is currently inviting applications from the eligible applicants for the post of National Coordinator based in Dakar, Senegal.

Key Job Responsibilities
The National Coordinator will perform the following functions-
- Analyze the needs identified in the project, the technical, economic and social, identify constraints and suggest alternatives / solutions (approaches, methods, inputs, etc.) more efficient to better achieve the project objectives;
- Select the means and the most effective methods to implement, and plan yards operations to ensure the smooth running of the project;
- Prepare and submit for approval an annual work plan;
- Ensure proper management of the activities of procurement of goods and services of the project budget to ensure optimal participation of local and international experts in accordance with UNDP rules and procedures;
- Ensure good coordination between all project partners and local communities for better implementation of project activities;
- Review and approve requisitions, travel and displacement, recruitment of experts / consultants on the basis of approved annual work plan, ensuring the descriptions of internal control (ICF);
- Analyze the situation in each site / region, identify areas of intervention possible, and develop / finalize the plan of work for each affected component;
- Study the technical documentation for each component, analyze and propose the technical choices and determining equipment, materials, etc. according to international standards and local realities;
- Organize and supervise the means and methods of civil works / water / energetic in order to achieve results as imperatives of cost, time, quantity, quality;
- Review documents / tender specifications and detailed plans to entrust offices and the work of their offices before publication;
- Supervise the execution of studies and works according to the annual work plan and approved budget;
- Supervise control practices used to ensure proper monitoring and quality of the planned activities, and take necessary steps to provide solutions to the identified challenges;
- Intervene / support in the development of activities designed and their installation, including internal and external communications through the network of partners;
- Define the conditions and modalities of implementation for the creation of associations of agricultural producers and / or agricultural cooperatives, and identify monitoring indicators;
- Develop an agreement with SFB, the FONGIP for financing small and medium enterprises;
- Design and implement an information and monitoring system (information technology, accounting, economic, regulatory, etc.);
- Develop and implement a communication system between the various communities / areas assisted by the project to facilitate exchanges on their production and trade activities.
- Supervise and direct the project management team in ensuring cooperation and business;
- Track the status of financial exception reports on activities and specific transactions.
Eligibility Criteria
Applicants must have-
- University degree (Master) in agricultural economics and / or rural engineering, specializing in the field of local development and creation and operation of small businesses or other related field;
- An engineering background will be an advantage;
- A minimum of 7 years of professional experience in the field of agronomy and / or rural engineering;
- Experience in management of similar size and complexity of projects is required;
- Experience with international organizations in Senegal and / or in the region is essential. Knowledge of standards in public works and construction;
- Knowledge of technical computing;
- Procedures for tendering, contracting and contract management;
- Demonstrated capacity and experience to actively explore the design and implementation of innovative mechanisms for rural development;
- Excellent command of the French language;
- A good knowledge of written and spoken English would be an advantage.
