The International Development Law Organisation (IDLO) is currently seeking applications from the eligible applicants for the post of Senior Programme Coordinator – Biodiversity based in The Hague, Netherlands.

Key Job Responsibilities
The Senior Programme Coordinator – Biodiversity will perform the following functions-
- Identify new program opportunities; develop proposals or concept notes aimed at innovatively expanding IDLO’s program portfolio;
- Provide active assistance to the Head, Resources Mobilization to support relations with current external stakeholders and donors to maintain or enhance existing relationships to the benefit of the Organization as well as actively participate, where possible, in advancing new donor and stakeholder partnerships;
- In conjunction with Program Development Officers, draft project proposals including competitive bids and grant applications liaising with all relevant colleagues across IDLO offices and in the field;
- Under the guidance of the supervisor, research, design, and draft program strategies, working papers, memoranda of understanding, and other materials for the IDLO Biodiversity Program;
- Oversee the implementation plans by means of standardized program cycle management tools, logic models and frameworks, work plans, monitoring reports, and others;
- Manage the coordination of work and information between IDLO Offices and within the designated program; ensure compliance with program contracts and subcontracts;
- Manage daily program implementation issues, including revisions to project design and work plans, identification and recruitment of experts, and budget reviews and financial forecasts;
- Identify and report in a timely manner any difficulties or possible changes in project strategies, objectives, results, or activities, and make recommendations for timely and optimal course corrections;
- With guidance from the supervisor and in collaboration with the Human Resources & Learning Division, manage the timely identification and screening of program consultants/contractors as well as the processing of contracts;
- Collaborate and communicate regularly with the Finance Division in order to build accurate financial forecasts, including reviewing financial reports and identifying in advance areas of over- or under-spending, and flagging any urgent budgetary issues to the supervisor;
- Oversee and/or provide support for the day-to-day administrative and logistical requirements of the program, and in coordination with relevant program associates;
- Lead the drafting of donor narrative reports and status reports, and manage relevant program associate support if needed;
- Collaborate with the Impact Assessment & Learning Unit on the evaluation of programs, including the development of evaluation indicators and tools.
- In line with programmatic work, provide policy guidance and recommendations for improvement of various legal systems and institutions related area of experience;
- Conduct research on legal, political, social, and economic events, trends, and/or developments relating to the program; respond to internal and external requests for such research;
- Represent the program at internal events and meetings at IDLO Offices, or externally as directed by the supervisor;
- Actively identify both internal and external clients to whom services are provided and seek to understand and address clients’ needs and expectations with effective and appropriate solutions;
- Contribute to the development of programming related to thematic areas in Goal 3 – in line with IDLO’s strategic plan and in coordination with IDLO’s specialists – including the development of resources, practice notes, publications, and networks of experts; and
- Act as Deputy as required for the supervisor.
Eligibility Criteria
Applicants must have-
- Minimum of a university degree in: law / social science / development or a related field. Background in biodiversity, sustainable development or environmental issues is definitely an advantage. Work experience
- Minimum of 6-8 years of substantial professional experience in program coordination in an international setting (IGO, international NGO).
- Experience in rule of law and sustainable development programs is highly desirable.
- Experience of program management and design in two or more regions is desirable.
- Substantial experience in catering the technical requirements of two or more major donors.
- Fluent oral and writing skills in English is essential.
- Working knowledge either of Spanish, French, Arabic and Russian will be highly advantageous.
