The United Nations Development Programme (UNDP) is currently seeking applications from the eligible applicants for the post of Gender Specialist, based in Mogadishu, Somalia.

Key Job Responsibilities
The Gender Specialist will perform the following functions-
- Provide technical advice to the development of the Country Programme Document and Somalia’s Strategic Framework while ensuring that gender concerns are clearly reflected and mainstreamed.
- Assist the Country Programme Manager to design and implement a country programme action plan on gender mainstreaming and contribute to the attainment of reporting obligations, documentation of good practices, preparation of policy papers and related submissions for senior leadership.
- Provide analysis and advice to the Country Programme Manager on the gender dynamics and opportunities to support inclusive engagement of women in the Somalia’s reconstruction process and development agenda.
- Identify and advise on entry points for new initiatives for UN Women to strengthen capacities for gender equality and to support the advancement of women’s empowerment and gender equality in the country.
- Support UN system-wide inter-agency coordination on gender to contribute to strategic and policy discussion on gender equality, and women’s empowerment issues.
- Advise and support UN Women and other partners, in the development and implementation of laws, plans, policies and budgets, in line with Somalia’s commitments on gender equality and the empowerment of women and girls; and in support of mainstreaming gender equality priorities into legal frameworks and government-led programmes.
- Participate in and make substantive contributions to the work of inter-agency coordination mechanisms for gender mainstreaming and strengthen partnership with UN agencies that have complementary mandates for the promotion of rights of women and girls.
- Coordinate capacity building efforts on gender mainstreaming at all stages of the ISF implementation (bi-annual work planning, monitoring, reporting and evaluation) as well as other processes related to fulfilling the Joint Programming agenda in close consultation with UN Women and other UN agencies.
- Support gender equality advocates, both within government and non-governmental organizations, to have a stronger voice in decision-making processes that shape lives of women, including those relating to reconciliation and humanitarian support.
- Support the establishment of advocacy networks in Somalia and linkages to international networks related to the sectoral, thematic areas assigned.
- Provide technical support to Government and non-governmental organizations targeted at building institutional capacities for the promotion of gender equality, and women’s rights, including through support to South-South learning and exchange;
- Support the capacity building programme for staff to maximize their potential and optimize the existing knowledge in the Office;
- Identify and synthesize best practices and lessons learned directly linked to Somalia’s policy goals in the sectoral/thematic areas assigned;
- Sound contributions to knowledge networks and communities of practice.
Eligibility Criteria
Applicants must have-
- Master’s Degree or equivalent in gender, women’s studies, social sciences, international development, international relations or other development related fields.
- 5 years of progressively responsible experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments.
- Experience working in the field of gender equality and women’s empowerment and/or human rights is required.
- Familiarity with UN inter-agency coordination and prior experience in the UN system and in conflict/post conflict regions will be an asset.
- Prior experience in the UN System and the Region will be an asset.
- Fluency in oral and written English and Somali is required.
- Working knowledge of another UN official language is an asset.
