The World Bank is currently seeking applications from the eligible applicants for the post of Senior Water and Sanitation Specialist based in New Delhi, India.

Key Job Responsibilities
The Senior Water and Sanitation Specialist performs the following functions-
- Lead and coordinate a state-level technical assistance program to support the Government of Uttar Pradesh/Bihar and Jharkhand to implement the World Bank-financed projects to support the Swachh Bharat mission.
- Provide professional advice to state governments on sector reform by promoting policies and strategies to reach the poor with respect to rural sanitation services.
- Work with state governments to strengthen and scale approaches to be implemented at the District level for promoting behavior change in rural sanitation, particularly in sustained use of safe sanitation and hygiene practices at the Panchayat level.
- Support Bank and IFC operations and other development partners’ operational teams in project preparatory and appraisal work and analytical and advisory activities including formulation of background documents, monitoring financial and physical progress and undertaking regular field visits.
- Generate knowledge pieces/ thought briefs (with limited supervision) and participate in economic sector work for the Global Water Practice and serve as a peer reviewer of products and programs of other regions and operations.
- Maintain liaison and dialogue with local, and state, donors, research institutions, NGOs, the private sector and other institutions. Leverage and contribute to coordination between donors with regard to policy implementation by the State Government.
- Identify best practice/ approaches in rural sanitation from national and international experience and promote their adoption for implementation and scale up, including the production of short case or thematic notes and presentation to regional and international audiences.
- Supervise the appointment and work of short-term consultants and firms ensuring consistency and conformity to Bank standards; evaluate studies and sector-related project documentation.
Eligibility Criteria
Applicants must have-
- An advanced degree(s) (minimum Master’s Degree) in a relevant discipline – engineering, economics, public health, etc.
- At least 8 years of relevant experience in rural sanitation
- A broad understanding of the Indian sanitation sector policies, strategies, institutions, and regulations relevant to operational or analytical work; knowledge of clients’ sanitation policies, strategies, institutions, and regulations, and their impact on operational or analytical work; credible and effective engagement with a range of sanitation institutions to support operational and analytical work outcomes; and support to client efforts to address weaknesses in its policies, strategies, institutions, and regulations.
- Ability to influence the design and execution of major policy and/or research initiatives; conception and promotion of innovations in development policies, project design, organization and management to improve operational and sector work.
- A solid track record of conducting effective policy dialogue with state counterparts, including communication on difficult issues and positions with senior management and government officials.
- Proven track record of intellectual leadership and ability to integrate analytical work with operational expertise to formulate policy advice.
- Proven ability to integrate and bridge between operational and technical assistance programs.
- Exceptional written and oral communications skills in English and Fluency in Hindi
