As the focus of this call for proposals is to improve the national health sector policy processes, the Fund will support all activities “concerning the constructive engagement of CSOs in national health policy and sector processes can be supported by the grant with the exception of the direct delivery of health services.” Some of the activities that can be funded include:
- 1) Working in partnership with country governments, international aid agencies or civil society “to ensure the development of robust and evidence-based health plans, strategies, and budgets, with a particular emphasis on reaching the poor, vulnerable and most marginalised communities”
- Making preparations and participate in health sector policy dialogue and development
- Strengthening synergies between priority disease interventions and health systems.
- Helping country teams to identify existing financing gaps.
- Ensuring that financing gaps are met by development partners and country governments; and
- Holding all partners (country governments, international partners and civil society) accountable to commitments and results.
The broad areas identified for funding (though not limited to them) can be budget and policy research and analysis, lobbying and advocacy, training and capacity building in health policy and advocacy, alliance building and media work.
Project proposals have to be submitted in the prescribed application form (available at the HPAF website in English, French and Portuguese). Proposal submissions can be made online. The last date to submit proposals is 21 April 2010. For more information, visit this link.
