Participants to the Hague Academy courses are predominantly funded by their own employer (municipalities, Ministries, NGOs and training or research institutes) or by a donor or development agency. Applicants looking for additional funding opportunities can try to apply for a fellowship.
There are several fellowship possibilities with which you can attend these training courses:
- Through the Hague Academy’s Talent for Governance Programme. Application is now open and deadline is 29 January 2016.
- Trough a Nuffic Fellowship (NFP or MSP). Next application round opens 2 February 2016.
NUFFIC Fellowships 2016

The Netherlands organisation for international cooperation in higher education (EP-NUFFIC) offers fellowships to participate in training courses in The Netherlands. Participants who want to participate in one of the training courses 2016 of The Hague Academy for Local Governance can apply for these fellowships. The Fellowships will help to cover the costs of travel, accommodation, tuition fee and insurance.
The aim is to promote capacity building within organisations in eligible countries via training and education for professionals. This is initiated and fully funded by the Dutch Ministry of Foreign Affairs from the budget for development cooperation. Nuffic offers two types of fellowships:
- NFP (Netherland Fellowship programme): The Netherlands Fellowship Programme (NFP) for short courses offers scholarships for participants living and working in one of the following 51 countries.
- MSP (MENA Scholarship Programme): The MENA Scholarship Programme (MSP) aims to contribute to the democratic transition in one of the 10 participating countries in the Middle East and North Africa region. It also aims at building capacity within organisations by enabling employees to take part in short courses in various fields of study.
Eligible Countries for NFP
To be eligible for an NFP fellowship, applicant must be a national of and working and living in one of the 51 countries listed below. The countries have been classified into two categories. Category I countries are priority countries and will receive more fellowships.
- Category I: Afghanistan, Bangladesh, Benin, Bhutan, Burundi, Colombia, Djibouti, Ethiopia, Ghana, India, Indonesia, Kenya, Mali, Mozambique, Myanmar, Nigeria, Palestine Territories, Rwanda, Somalia, South Africa, South Sudan, Tanzania, Uganda, Vietnam, Yemen.
- Category II: Albania, Armenia, Bolivia, Burkina Faso, Cambodia, Cuba, DR Congo, Egypt, Eritrea, Georgia, Guatemala, Jordan, Macedonia, Mongolia, Nepal, Nicaragua, Pakistan, Peru, Philippines, Senegal, Sri Lanka, Sudan, Suriname, Thailand, Zambia, Zimbabwe.
Eligible Countries for MSP
The target group is professionals (with a maximum age of 45) who are nationals of and working in one of the following countries:
- Algeria
- Egypt
- Iraq
- Jordan
- Lebanon
- Libya
- Morocco
- Oman
- Syria
- Tunisia
